What is Motivating the PM's Marked Pivot on Enhanced Relations to Europe?

The Prime Minister's remarkably clear tilt on the UK's after-Brexit relations to the bloc recently was designed to send a message to industry, to European institutions, and to European partners, in addition to his party members.

A Revised Process for Dialogue

Stronger after-Brexit commercial ties are projected to be looked at as part of an annual process of direct negotiations instead of exclusively at the ongoing formal review of the British-European agreement.

This served as the clear response to parliamentary pressure regarding a wider-ranging post-Brexit overhaul that entailed rejoining the EU customs bloc.

Internal Calls

Some parliamentarians, trade union officials and cabinet ministers have joined calls to ideas formalised by legislative actions last year that resulted in a non-binding vote.

"It is better prioritising the single market as opposed to the customs union for our future cooperation," Sir Keir Starmer stated.

He stated unequivocally that re-entering the customs union was a lower priority, as it goes against what he regards as a key achievement of the past year: the signing of high-quality agreements with the US and the Indian subcontinent, with further expected in the Gulf region.

Prioritising the Single Market

In place of the common external tariff, his focus is on forging a "more integrated partnership" with the internal market, which would avoid tearing up those new trade deals elsewhere.

When the UK officially exited the EU in the start of 2021, the agreement at the time emphasised liberation from EU standards instead of barrier-free exports for UK businesses in EU nations.

The ongoing new approach proposes synchronising with EU regulations in three key areas to help the smoother movement of trade: food and farm exports, energy, and carbon trading.

Commercial Calls

A major business group last month released a detailed set of new proposals in different fields to assist exporters navigate post-Brexit red tape that has impacted the export of products.

Its member poll found that a significant number of companies surveyed believed that the UK-EU trade deal was impeding business expansion.

A number of other areas could, realistically, see a comparable strategy – convergence with internal market standards – in as a trade-off for reducing post-exit friction across production, in vehicles, chemicals, or for example in VAT procedures.

Continental Perception

Member states were underwhelmed by the lack of ambition in the previous recalibration, particularly the British rejection of suggestions advanced by some experts regarding the simplified access of British exports to the internal market.

The precise arrangements on energy cooperation and food and farm standards is remains to be finalised. A proposal for UK companies to be part of a €150bn security initiative has stalled over the scale of the financial commitment, after opposition from France. Another nation has entered the scheme.

Broader Context

The UK has reached an agreement to return to a student mobility programme and to discuss a young workers initiative. This has paved the way for further UK-EU talks.

Some UK insiders say that the issuing of a key US strategy document has shifted the backdrop on UK ties to the EU.

The strategy noted that the US would "cultivate resistance" to the EU's present path and praised the "increasing clout" of nationalist groups.

Among officials, there is a growing awareness that the global landscape has evolved further.

Home Pressures

At home, the governing party also expects being challenged on EU relations by one political rival, but also another, which is campaigning in its stronghold regions in upcoming council elections.

The Premier's recent words are the product of a confluence of commercial realities, electoral strategy and geopolitics as the UK embarks upon a year that will commemorate the ten-year mark of the decision to leave the European Union.
